in second article of resources management we will discus roles and responsibilities for some management staff before diving inside resources management processes

- is assigned at initiation phase NOT after

- in charge of project but NOT necessary for recourse

- influence project team by provide good atmosphere to work

- identify and analyze project constraints and assumptions at charter

- lead project reconciliation between constraints provided at charter and estimating result for (time ,cost)

- determine the need of change request (preventive , corrective , defect repair)
- approve or reject change request (if change within baseline and limit), or escalate change to CCB (delegated by sponsor )
- work with team to resolve variance (deviation ) from project management plan
- keep project team focus on risk management by assign risk owner and visit risk register periodically
- develop time and cost reserve (risk ) for the project
- should have responsibility and accountability to accomplish project management work
- must say NO when necessary
- being proactive more than reactive: work to prevent problem happened rather than deal with it after happen
